The solvencia de pago de inmueble is the document with which UDEVIPO — the Unidad para el Desarrollo de Vivienda Popular, a unit of Guatemala’s Ministry of Communications, Infrastructure and Housing (MICIVI) — certifies that the debt on a home has been fully paid off. It matters to the families who received or bought housing in projects of the extinct Banco Nacional de la Vivienda (BANVI), the portfolio UDEVIPO administers today. The procedure is free (Q0), the official listing gives a 7-day response time, and — the part almost nobody knows — it is filed by email, not in a queue (official catalog tramites.gob.gt/servicio/1023).

What this clearance actually certifies

The official listing is blunt about it: “Este documento se extiende a los beneficiarios al momento que la deuda de su bien inmueble se encuentra cancelada” — the document is issued to beneficiaries at the moment the debt on their property is cancelled.

In other words, this is not a permit, not an authorization, and not something you file “just in case.” It is the record that follows the final payment. First the awarded property is paid off; then UDEVIPO issues the document that says so. That is why the star requirement is the recibo de cancelación: it is the proof of payment the unit has to match against your account number inside the portfolio.

Three Guatemalan “solvencias” that are not the same thing

If you are here from an English search, this is the section that saves you the wasted trip. The word solvencia (“clearance” / “good standing”) is used by several institutions for completely unrelated documents:

Rule of thumb: if whoever is asking talks about taxes, it is not UDEVIPO. If they talk about a BANVI-project home and proving nothing is owed on it, this is the right procedure.

Note the detail worth its weight in gold: two DPI copies are requested — the applicant’s and the adjudicatario’s. Even when both are the same person in your case, attach both copies: the form expressly asks for both.

Step by step

  1. Download the official form. It lives on the UDEVIPO site: 1-SOLVENCIA-DE-PAGO-DE-INMUEBLE.pdf (it is also linked from the official service 1023 listing).
  2. Fill it in. It asks for applicant details (name, DPI/CUI, address, phone, email, marital status, profession, gender, age, nationality, and a place to receive notifications) plus the property details: adjudicatario name, account number and address of the property. It also includes an optional sociolinguistic self-identification, which the form itself notes is for statistical purposes.
  3. Print it in oficio size. The form says so expressly. If you complete it by hand, use a blue pen.
  4. Sign it. The form carries a sworn-declaration (perjury) clause: you are declaring that what you wrote is true. It is not decorative boilerplate.
  5. Annotate the recibo de cancelación BEFORE scanning it. Write on the receipt itself the adjudicatario’s name, the address and the account number of the property.
  6. Scan everything: signed form, applicant DPI, adjudicatario DPI, annotated receipt, and — where applicable — the carné de colegiado or the notarized carta poder.
  7. Send the email with all attachments to tramites.cartera@udevipo.gob.gt.
  8. Wait for the response: the official catalog gives a 7-day response time.

The five requirements people miss most

None of these are technicalities — four come straight from the official form and the fifth from listing 1023, and all five are worth checking before you hit send.

  1. Scanning the receipt “as is.” The receipt must be annotated with the adjudicatario’s name, address and account number — an express requirement of the form.
  2. Sending only one DPI. Two are required: applicant and adjudicatario.
  3. Signing with a different pen. The form asks for a blue pen signature when completed by hand.
  4. Printing in letter size. The form asks for oficio size.
  5. Sending a third party with nothing to back it up (this one is from listing 1023): lawyer ⇒ active carné de colegiado; anyone else ⇒ carta poder signed and sealed by a notary.

After the clearance

The property payment clearance evidences that the debt was cancelled. Whatever comes next — sorting out the registry status of the finca, checking inscriptions or liens, or any notarial work — is no longer a UDEVIPO procedure, and this page does not cover it: do not assume timeframes or costs that are not published by each institution.
