MICIVI (Ministerio de Comunicaciones, Infraestructura y Vivienda) is Guatemala’s “everything-physical” ministry — coordinating what makes the country physically work: highways (Caminos), airports (DGAC), ports (DGCM Merchant Marine), commercial transport (DGT-MICIVI), telecommunications (SIT), and housing (FOPAVI). DO NOT confuse it with the PNC Transit Department (transito.gob.gt) which handles personal driver licenses under MINGOB — that is a separate entity. MICIVI manages infrastructure and commercial operators, not individual drivers.

Quick rule: Are you getting your personal driver license? → no, that’s Tránsito PNC, not MICIVI. Are you registering a bus, microbus or freight company? → DGT-MICIVI. Are you having serious unresolved problems with your telecom or internet provider? → SIT. Are you applying for a housing subsidy? → FOPAVI.
