MAGA stands for Ministerio de Agricultura, Ganadería y Alimentación — Guatemala’s Ministry of Agriculture, Livestock, and Food. It regulates animal and plant health (sanitation), authorizes import/export of agricultural products, registers pesticides and fertilizers, certifies seeds, monitors market prices via SIMA, handles animal welfare complaints (UBA), and supports producers. Go to precios.maga.gob.gt — SIMA (Sistema de Información de Mercados) publishes weekly and monthly retail price reports by department, wholesale prices in central markets (La Terminal), and international prices for key products (coffee, banana, sugar, basic grains). Historical series, price maps, and product fact sheets also available. This is the official data used for canasta básica calculations.

For plant products: Fitosanitary export permit + Phytosanitary Certificate (~Q6.25/$0.80). For animal products: Zoosanitary Certificate. Plus destination country regulations. Exporting to the US? MAGA’s Animal Welfare Unit (UBA) receives complaints about mistreatment of domestic and farm animals. Report via the MAGA website, by calling 1557 (ask for UBA), or in-person at the central office. For active animal cruelty emergencies, AWARE Guatemala and other local NGOs also respond.

Registration is done with the Plant Health Directorate of MAGA (part of VISAR). Separate categories exist for chemical, microbiological, botanical, inorganic pesticides and related substances. Also for fertilizers and amendments. Most are free (Q0) for processing fees but require complete technical documentation, lab analysis, and toxicology dictamen. Time: 60-180 days.

Yes. MAGA runs several programs: Triángulo Norte de la Pobreza, Crecer Sano (nutrition), subsidized fertilizer programs in specific years, and technical extension via VIDER. Support varies by administration and budget. To find active programs, check maga.gob.gt news or your local municipality.

For self-consumption production, no. For commercial production, export, or use of restricted pesticides, yes — VISAR maintains agricultural and livestock producer registries plus the National Producer Registry. To access support programs, quality certifications, or sell to supermarkets/exporters, registration is advantageous.

MAGA regulates RAW agricultural products (vegetables, fruits, grains, livestock, fish) at the production stage — sanitation, registration of producers, export certificates. MSPAS regulates PROCESSED FOOD (restaurants, packaged products, food retailers) at the commercial stage — sanitary licenses, food product registration. A coffee farm reports to MAGA; a coffee shop reports to MSPAS.
