The Departamento de Tránsito de la PNC (transito.gob.gt) under MINGOB administers everything related to personal driver’s licenses in Guatemala. SAT (Superintendencia de Administración Tributaria) handles vehicle ownership — sticker, transfers, import. Together they regulate ~3 million active licenses and ~3 million registered vehicles in Guatemala.
Quick rule: Want to get/renew your license? → transito.gob.gt. Want to sell or transfer your car? → SAT. Have pending fines? → can’t renew license until you pay them. Returning from the USA? → your US license is valid for 30 days, then convert.
