The renewal of the intercity passenger transport license is the procedure that DGTT-authorized carriers must complete to keep their authorization to operate public passenger service between different departments or municipalities. It applies to buses, microbuses and units authorized for intercity routes.
Quick summary: In-person procedure at MICIVI’s DGTT. You renew the route authorization, present a physical vehicle inspection, pay the fee and stamps and wait for the new resolution. Start the file before expiration to avoid losing operation.
What is this procedure?
It is the periodic update of the authorization granted by the General Directorate of Transport (DGTT) to operate public intercity passenger transport service. It covers each route and each authorized unit (vehicle). The renewal verifies that the operator continues to meet:
- Legal validity of the holder (individual or legal entity).
- Technical condition of the units (mechanics, safety equipment, identification).
- Tax compliance with SAT.
- Compliance with the authorized route and schedules.
Without this renewal, the unit cannot legally provide public passenger service and is subject to fines, suspension and vehicle impoundment.
Requirements
DGTT may request additional documents depending on route and category. This is the general base to open the file:
- Renewal request signed by the holder or legal representative.
- MICIVI form with updated data on units, routes and schedules.
- DPI of the holder (individual) or commercial patent + DPI of the legal representative (entity).
- Current authorization resolution for the service.
- Vehicle registration card for each unit (current and in the holder’s name).
- Operation card (current or expiring) to be renewed.
- Physical inspection certificate or technical report for each unit, issued by DGTT.
- SAT tax solvency and municipal solvency where applicable.
- Payment receipts for fiscal stamps and DGTT fee.
- Current insurance certificate for the vehicle (civil liability and passengers).
- List of personnel and licenses of the assigned drivers.
- Special power of attorney notarized, if a third party files.
Important: pending fines or debts with DGTT, SAT or the municipality can block the renewal. Settle them before submission.
Steps
1. Gather the documentation
Compile current resolution, vehicle registration cards, forms and updated solvency certificates. If you have more than one unit, prepare one file per vehicle.
2. Request a physical inspection of each unit
DGTT can schedule the inspection at its facility or at the operator’s base. The unit must show full identification, safety equipment, spare tire, fire extinguisher and maintenance log.
3. Visit the DGTT counter (MICIVI)
Submit your file. DGTT calculates the administrative fee and issues the payment order.
4. Pay the fee and fiscal stamps
Pay the DGTT fee and buy the fiscal stamps the order specifies. Keep the receipts to attach to the file.
5. Submit the file and follow up
After payment, submit the complete file. DGTT assigns a file number for follow-up.
6. Resolution and new operation card
DGTT reviews the documentation and the physical inspection. If everything complies, it issues the renewal resolution and delivers the new operation card. This card must be carried in each unit during service.
