The MARN (Ministry of Environment and Natural Resources) is the lead body of environmental policy in Guatemala. It issues the environmental license required for industries, large constructions, gas stations, hotels, hospitals, extractive and energy projects. It also regulates air and water quality, solid and hazardous waste management, climate change, vehicle emissions, and coordinates with CONAP on protected area management.
Quick rule: Going to build, open an industry, gas station, large hotel or any project >200 m2? → You need a MARN Environmental License. Project in a protected area? → CONAP too. Vehicle with black smoke? → MARN Emissions Certificate. Pollution in your area? → Complaint at 2423-0500 (free and anonymous optional).

Sanctions double on repeat offense. Enforcement is performed by MARN Legal Compliance Directorate, in coordination with MP (Environmental Crimes Prosecution) and municipalities.
