If you draw a Guatemalan State civil pension (clases pasivas civiles del Estado) and someone has asked you to document those payments, the document you need is the Constancia de Pago de Clases Pasivas, and you generate it yourself, online, on the Ministry of Public Finance (MINFIN) portal. In the official State catalog it is service 2713, “Generación de Constancia de Pago de Clases Pasivas”, with a listed cost of Q 0 and an immediate response time (official record: tramites.gob.gt/servicio/2713).
Quick summary: The Clases Pasivas payment certificate is issued by MINFIN, and per the official service-2713 record the result is a “Constancia en formato PDF con firma Electrónica” — an e-signed PDF. Cost: Q 0. Response time: immediate. You only need the “Número de DPI/Cuenta Bancaria” and the “Fechas de constancia” (the date range it should cover). There are two steps: enter the information, then generate the certificate at serviciosenlinea.minfin.gob.gt. Note: the portal sits behind a Cloudflare human-verification screen — tick the box and continue. This is not the supervivencia (proof of life) and not the ONSEC pension application; those are separate procedures.
Applies to: retirees and pensioners of the Guatemalan State civil pension system, family members handling a pensioner’s paperwork, and diaspora who collect a Guatemalan State pension and need the PDF proof without travelling.
What it is — and what it is not
The official catalog record calls it “Generación de Constancia de Pago de Clases Pasivas” and files it under Trabajo → “Trabajo y pensiones por jubilación” (work and retirement pensions). The responsible entity is the Ministerio de Finanzas Públicas (MINFIN).
The key line on the record is the Resultado field: “Constancia en formato PDF con firma Electrónica”. Three practical consequences follow from that one line:
- It is a file, not a counter document. The certificate is born digital, with an electronic signature, and you download it yourself.
- There is no case file and no queue. The record’s response time is “Inmediato”, because this is online self-service.
- It costs nothing. The record lists “Costo: Q 0”. If someone offers to “get your certificate” for a fee, you are not paying for the procedure — the procedure is free.
Clases pasivas civiles del Estado is the pension system for civil employees of the Guatemalan State, governed by Decree 63-88, the Ley de Clases Pasivas Civiles del Estado — the same legal base as the other State-pensioner procedures we cover.
What you need before you open the portal
The official record lists exactly two requirements. Here they are in the source’s own words, with what that means in practice:

That is the entire requirement list. There are no photocopies, stamps (timbres), printed forms or third-party signatures on the official record.
The 2 official steps
The service-2713 record states the whole procedure in two steps:
- “Consignar los requisitos de información” — enter the information from the table above (DPI / bank account number and the dates the certificate must cover).
- “Generar constancia, ingresa aquí” — the record’s link goes to MINFIN’s online-services portal: serviciosenlinea.minfin.gob.gt/frmGeneracionConstancia.aspx. That is where the e-signed PDF is generated.
There is no third, in-person step on the official record. Save the PDF as soon as it is generated.
Expect a Cloudflare human-check before the form
When you open MINFIN’s online-services portal, a Cloudflare anti-bot verification screen loads first. We verified this on 31 July 2026: the link works, and that day the check showed a checkbox labeled “Verify you are human” before the form (this kind of verification sometimes clears on its own, with no checkbox).
What that means for you:
- Tick the box if it appears and wait. It is an automatic site-security control, not an extra requirement of the procedure.
- It is a verification, not a charge. It belongs to the website (Cloudflare), not to the procedure: the cost of service 2713 is still Q 0.
- If the check stalls, reload the page or try another browser; you can also reach the same portal through the link on the official record 2713.
Which clases pasivas procedure is yours
This is the expensive confusion in this family of procedures — three different things people request under the same label (“the State retiree paperwork”). Place your case before you file anything:

Simple rule: the constancia looks backward (payments already made to you); the supervivencia looks forward (keeping payments running); ONSEC is the front door (getting payments started).
What the official record does NOT say
We publish only what the official source (or our own direct check of the portal) supports. The following remain unsourced, so we do not assert them:
- Whether an active supervivencia is required to generate the certificate. Neither the record nor the form mentions it; the supervivencia is a separate procedure.
- Which institutions accept the certificate, or in what format. The record lists no specific uses — confirm with whoever is asking you for it.
The form, seen first-hand (July 31, 2026)
Past the Cloudflare check we reached the form — no username or password required — and this is exactly what it asks for (page title: “Constancia de Pago de Jubilados”):

The portal itself warns: “Para que este servicio funcione adecuadamente deberá tener instalado un lector PDF y permitir visualizar ventanas emergentes.” In plain terms: allow pop-ups in your browser before clicking “Generar Constancia” — the PDF opens in a new window, and a pop-up blocker is the most likely reason “nothing happens” when you generate.
If the portal will not work
The official service-2713 record names the Centro de Atención al Usuario as the support channel, but the email address is protected on the catalog page itself — which is why we do not reproduce it here. Two safe routes:
- Open the official service-2713 record and take the contact detail straight from the source.
- Use MINFIN’s virtual attention portal: atencionvirtual.minfin.gob.gt, also linked from the record.
