What IRTRA is and why it exists
IRTRA (Instituto de Recreacion de los Trabajadores de la Empresa Privada de Guatemala) is an autonomous public-law entity whose sole function is to provide recreational services to private-sector workers and their families. It is not a mutual fund, not an insurance scheme: it is the legal realization of a worker right backed by a guaranteed budget line.

Operating principle: The worker pays nothing. The employer covers 100% of the 1%. Your IRTRA card is a right already paid for by your company every month it appears on the IRTRA register.
How it is financed (and why this matters)
Each month, the employer declares and pays IRTRA 1% of total payroll. If your employer falls behind on this payment, the card cannot be issued. IRTRA’s financial autonomy and the employer collection discipline are why the parks can operate at such low affiliate rates: investment does not come from general taxes but from a finalist contribution tied to formal employment.
Who qualifies for the IRTRA card
Qualifies
- Worker (afiliado) on the payroll of a private-sector employer that pays the 1% IRTRA contribution and is current with IGSS.
- Minimum tenure: at least two months of continuous employment before requesting the card for the first time.
- Wage reporting: worker must appear on the last two IGSS payrolls, reported at minimum wage or above. Reports below minimum wage invalidate the request.
- Foreign workers: Yes, provided the employer is current with IRTRA and IGSS. Must attach copy of the MINTRAB work permit and valid passport in lieu of the DPI.

Does not qualify
- Independent workers / self-employed / IGSS voluntary contributors. The IRTRA card depends on formal employment under an employer that pays the 1% IRTRA tax. Voluntary IGSS contributions do not equate to IRTRA affiliation. If you are an independent worker seeking state social-security services, look at the IGSS voluntary contribution route or Pequeno Contribuyente registration with SAT to formalize. But the IRTRA card, by legal design, is closed to this category.
- Public-sector employees or employers not subject to the 1% IRTRA tax. Only private-sector workers under an IRTRA-taxed employer qualify.
Authorized family unit
The authorized family unit includes parents, spouse and children. Up to 5 family companions enter free alongside the cardholder. The affiliate can swap one family member for an external companion (friend, sibling, cousin).
Source note: Guatemala.com (November 2025) describes the rule as 5 fixed family members, one swappable for an external companion. Prensa Libre (June 2023) describes 5 family + 1 external. The variance (4+1 vs 5+1) appears to reflect either a recent rule change or ambiguous wording.

Step-by-step process
The IRTRA card process is run by the employer (HR department), not directly by the worker. The company must be current with IGSS and IRTRA.
Step 1 - Request the form from HR
The worker asks HR for the IRTRA card application form. The company downloads it from irtra.org.gt or requests it by email.
Step 2 - Fill the form
- The form must be completed by typewriter or computer (not by hand).
- The affiliate signs it.
- Attach a recent passport-style photo, white background, cedula format, in good condition.

Forms can be downloaded from irtra.org.gt and submitted by email. A May 2021 IRTRA note called the process “fully digital”, but the employer remains the only party that can initiate and submit the request. Workers cannot self-apply.

Family cards
Family members do not receive individual physical cards. They enter parks and hostels accompanying the cardholder on the strength of the affiliate’s single card. The IRTRA system records the family unit (5 people + cardholder) tied to the worker’s affiliate number. [GAP - confirm on irtra.org.gt that no separate family plastic cards are issued].

Important: Renewing vigencia is not the same as replacing the plastic. They are two distinct cycles. Your plastic may still be valid (5 years) while the vigencia has expired. And the vigencia can be current while the plastic itself needs replacement (every 5 years).
If your employer is not on electronic payroll: renewal is NOT automatic. The company must submit the “Vigencia de carnet por vencer” paperwork 2 months before expiry. If the employer is late, the card goes inactive even though the plastic has not expired.

IRTRA operates 6 recreational parks. The gap between entry with a valid card (free for cardholder + 5 family) and without (Q15-Q100 per person) is the central reason to keep your card current.
