The Phytosanitary Import Permit is the official document issued by VISAR (Vice-Ministry of Agricultural Health and Regulations) of MAGA, authorizing the importation into Guatemala of live plants, seeds, fresh vegetables, fresh fruits, grains, spices, forest products and any plant-origin product. It is mandatory before shipment arrival β€” without permit, the cargo is detained at customs or border.

What is this procedure?

The Phytosanitary Import Permit is the control MAGA exercises over the entry into the country of plant products that may carry quarantine pests or diseases capable of affecting Guatemala’s plant health. It covers everything from a bag of vegetable seeds to a container of ornamental plants for sale.

The permit is not annual β€” it’s issued per shipment and must be issued BEFORE the shipment leaves the country of origin, because the exporter needs the MAGA permit number to include in the Phytosanitary Export Certificate.

You do NOT need a Phytosanitary Import Permit if:

  • Domestic non-commercial quantities (seeds in personal luggage β€” still subject to customs inspection).

Complete requirements

Shipment documents (the heart of the file):

  • Copy of the Phytosanitary Export or Re-Export Certificate of the shipment, issued by the NPPO of the country of origin or provenance, with the additional declaration requested by MAGA, which when applicable may be backed by lab analysis or diagnosis results
  • Copy of the quarantine treatment certificate, issued by the entity authorized by the NPPO of country of origin, when MAGA requires it (e.g. methyl bromide fumigation, hydrothermal treatment, cold)
  • Copy of the commercial invoice of the shipment
  • CITES certificate issued by the competent authority, when applicable (endangered plant species: orchids, palms, cacti)

For seeds and plants for sowing (additional):

  • Valid Seed and Plant Parts for Sowing Marketer and Importer License (issued by VISAR’s DFRN β€” annual validity, separate from this permit)
  • Permits required by the Direction of Phytozoogenetics and Native Resources (DFRN) of VISAR

Veteran importer tip: Request the permit before the exporter ships the product. The MAGA permit number must appear on the Phytosanitary Export Certificate that the country-of-origin NPPO issues. If the shipment leaves without matching the number, there will be problems at customs.


Step-by-step process

  1. Download, fill out and print the request. Go to visar.maga.gob.gt/?page-id=6215 and download the Phytosanitary Import Permit form. Fill it on computer and attach supporting documents.

  2. Buy the Agronomist Engineer stamp. At the College of Agronomist Engineers office (zone 9, Guatemala City) β€” amount calculated on the shipment’s FOB value declared on your commercial invoice. Affix the stamp to the file.

  3. Make payment at authorized bank. Deposit $31.25 USD to the MAGA / VISAR account. Keep the original slip.

  4. Submit the file at the Customer Service Office (OSU). Located at VISAR / MAGA headquarters (Monja Blanca Building, zone 13, Guatemala City). The OSU receives the file, assigns a number and gives you a receipt slip.

  5. Address observations, if any. VISAR may request additional declarations depending on product and country of origin β€” the technical officer notifies by phone or email.

  6. Pick up the permit. Once approved, return to OSU’s window with the receipt slip to pick up the Phytosanitary Import Permit. Note the permit number and share it with your exporter, because it must appear on the Phytosanitary Export Certificate issued by the country-of-origin NPPO.

  7. Receive the shipment at customs. When the shipment arrives in Guatemala (La Aurora Airport, Puerto Quetzal, Puerto Santo TomΓ‘s de Castilla, land border), the VISAR inspector verifies that documents match and authorizes entry.

Common errors / what to do if you’re rejected

The five most frequent reasons for rejection or delay:

  1. Country-of-origin Phytosanitary Export Certificate without the additional declaration MAGA requires. Each product/country has specific declarations β€” confirm with the VISAR technical officer before shipping.
  2. Expired Seed Marketer License (if you import seeds or plants for sowing). Renew in advance.
  3. Phytosanitary certificate without quarantine treatment when VISAR requires it (e.g. wood shipments without ISPM 15 mark, bulbs without thermal treatment).
  4. Application submitted after shipment arrival. If the shipment is already at customs without permit, you generate storage cost and possible seizure. File BEFORE.
  5. Inconsistent data between application, commercial invoice and country-of-origin phytosanitary certificate. Legal name, address, tax ID, weight, quantity, description must match.

If you’re rejected:

  • VISAR notifies specific observations (which document is missing, which additional declaration to request from exporter, what additional treatment is needed)
  • You correct and resubmit
  • If the shipment is already on its way, you can request urgent rectification β€” VISAR sometimes facilitates the process if it’s a minor documentation error
  • If the shipment has arrived without permit, the most likely outcome is that the product cannot enter the country and must be destroyed or re-exported
