TL;DR: To file SAT-1311, 1361, 1411, 2237, or 1608 starting June 2, 2026 (Especiales) or September 1, 2026 (General Regime), you need an active Agencia Virtual SAT user. The process is free, available online or in person, and requires NIT + DPI. Don’t leave it for the last week.

Why You Should Do It NOW

From June 2, 2026, Guatemala’s 6,438 Special Taxpayers cannot file SAT-1311, 1361, 1411, 2237, or 1608 through Declaraguate. From September 1, 2026, the same applies to 310,499 General VAT Regime taxpayers. Without an active Agencia Virtual user, you can’t file — and late filing generates penalties and interest.

The practical bottleneck: the weeks before each migration date will see saturation both online and in person. If you leave the process for May or August, you expose yourself to technical issues at the critical moment.

The Two Channels to Obtain a User

Step by Step — Online Channel

  1. Enter the SAT portal. Look for the electronic services / Agencia Virtual section: agenciavirtual.sat.gob.gt or via portal.sat.gob.gt.

  2. Find the “Register” / “Create user” option. The system will ask for NIT, DPI, and contact data.

  3. Identity validation. SAT cross-references your DPI with RENAP. You may be asked identity questions (DPI data, registered address, etc.).

  4. Configure email and phone. You’ll receive a verification code at your email and another at your phone. Confirm both.

  5. Set a password. Follow the system’s security requirements (minimum length, special characters, etc.).

  6. Enable two-factor authentication (2FA). Recommended: SAT sends a one-time code via SMS or email at each login.

  7. First login. Once the user is created, log in to verify everything works and your RTU appears correctly.

Step by Step — In-Person Channel

  1. Identify the nearest SAT Tax Office or Agency. SAT has offices nationwide. For hours and locations, check the SAT portal.

  2. Bring documents: active NIT, original DPI, active email and phone. If you’re a corporate legal representative: current Mercantile Registry appointment + personal DPI.

  3. Request Agencia Virtual user creation. The SAT representative will validate your data against the RTU.

  4. Email and phone verification. The system will send verification codes to the email and mobile number you provide. Confirm both during the same visit.

  5. Receive a temporary password / activate your own. Depending on the office flow, you receive a temporary password or are allowed to create your own on the spot.

  6. Test the login. Before leaving the office, do a test login to confirm the user is active.

If You Live Abroad (Diaspora)

The online channel works from any country, provided you have:

If the system asks for DPI validation and you can’t complete it from abroad, your options are:

  1. Coordinate with family in Guatemala to do in-person validation on your behalf (with formal power of attorney or authorization when required).
  2. Use a trip to Guatemala to obtain the user in person — it’s a 15-30 minute appointment.
  3. Designate a legal representative in Guatemala via special power of attorney who can act before SAT on your behalf.

Common Mistakes (Don’t Fall Into These)

The system says ‘data does not match RTU’

SAT cross-references your information against the RTU. If there are inconsistencies (DPI typed incorrectly in the RTU, outdated data, old address), the system blocks user creation. Solution: go in person to a SAT Tax Office with your DPI and request RTU update. Once updated, return to the online process or use the same visit to create the user there.

The verification code doesn’t arrive at my email or phone

Check the spam folder for email, and for SMS verify that the number is correct and you have signal. If nothing arrives after several minutes, try resending from the system screen. If the issue persists, call SAT’s call center (1550) or visit a Tax Office — they can send the code manually or help with activation.

I’m legal representative of several companies — do I need a user per company?

Yes. Each NIT (each company) has its own Agencia Virtual user. As legal representative, you access each with its credentials. If you manage several entities, we recommend a password manager to avoid mixing credentials between NITs.

I forgot the password — how do I recover it?

From the login screen, there’s a “Forgot password” option. The system asks for your NIT and DPI and sends a recovery code to the registered email and/or phone. If those are outdated, you’ll have to update the RTU first (in person). That’s why it’s important to keep email and phone current in the RTU."

Final Check: Make Sure It Works Before the Deadline

Once the user is created, run a complete dry run before the critical date:

  1. Log in to Agencia Virtual
  2. Confirm your RTU appears correctly
  3. Enter the Declaraciones (Returns) module
  4. Try starting (without signing) a SAT-2237 or the form that applies to you
  5. Confirm the system recognizes your regime and NIT data

If the entire flow works in the dry run, you’ll reach the real date without surprises.
