This guide explains how to report to PNC, how to process the SAT replacement, how much it costs, and how to legally drive while the new plates are being made. It also covers the special case of plates used in crimes or that appear in fines you didn’t generate.

What many drivers don’t know: in Guatemala, plates are considered a vehicle identity document, not a simple replaceable object. This means (1) PNC generates a formal act, (2) SAT verifies before issuing new plates that they’re not in circulation, (3) reported plates are flagged in the national system for detection at checkpoints. If you drive with plates reported as stolen, you’ll be detained at any checkpoint with the danger of charges for use of stolen property.

Important: plate replacement is DIFFERENT from vehicle cancellation. If you only lost the plates but still have the vehicle, you do replacement. If you lost the entire vehicle (theft, destruction), you do cancellation.


Required Documents

For PNC complaint (Step 1)

Step-by-Step Process

Step 1: Immediate PNC Complaint

  1. Locate the PNC sub-station nearest to the theft/loss location
  2. Bring DPI and circulation card (if you still have it)
  3. Speak with the complaints officer and describe the events:
    • Exact plate number
    • Location (exact address or zone)
    • Time and date
    • Circumstances (theft, fall, damage, finding fake plate)
  4. Receive the complaint act with number
  5. Request certified copy (PNC seal) — you’ll need it for SAT

Step 2: SAT Verification (online or in office)

  1. Before going to SAT, verify in Virtual Agency:
    • ISCV solvency for current year
    • No pending fines
    • Correct data of vehicle and owner in RTU
  2. If there are pending fines or ISCV, pay before (SAT does not process replacement without solvency)

Step 3: Application at SAT Office

Step 4: Payment

Step 5: Pick Up Provisional Circulation Permit

  2. Receive provisional circulation permit (sealed and signed letter)
  3. Keep it in the vehicle at all times (PMT may request it)

Step 6: Wait for Plate Issuance

Common Errors

If someone else is driving with plates you reported, denounce IMMEDIATELY to PNC with: (1) photo of the other vehicle (from a distance for safety), (2) plate number, (3) location and time. PNC will investigate with SAT (your plates are flagged as reported). The driver of the other vehicle faces charges for use of stolen property or counterfeiting. DO NOT confront directly — only report. If the other car causes a fine or accident, your responsibility is null because PNC has your prior complaint.

There are three typical causes: (1) Missing document: SAT detected pending fines you didn’t pay — verify in Virtual Agency and pay. (2) Production saturation: in peak times (January-March, July) production is delayed up to 45-60 days. Call 1550 with your procedure number. (3) Office change: if you submitted in regional agency, plates may take longer to arrive. Go to Virtual Agency > Vehicles > Procedure lookup to check status. If more than 60 days, visit SAT zona 9 with all documents and request administrative resolution.

Details

NOT permitted to change the number. Replacement ALWAYS maintains the same previous alphanumeric number — this prevents fraud and maintains vehicle history. If you want to change number, you’ll have to vehicle-cancel and re-register with new plate (expensive and bureaucratic, not recommended except emergency). Exception: if your number contains offensive or problematic combination, you can request formal change with documented justification — case by case.

The legal representative of the company, with: (1) valid and certified appointment, (2) company patent, (3) legal representative’s DPI, (4) PNC complaint act. Without these documents, SAT does not process replacement. If the legal representative cannot go personally, they must issue notarized power to a third party. How to Prevent Plate Theft

Especially in zones 1, 6, 9, 12, 18 of Guatemala City where theft is most common:

  2. Park in garage when possible — open street at night is high risk.
  3. Don’t park in dark or low-traffic zones.
  4. Install dashcam that covers plates while parked.
  5. If you receive an alert from your insurance app or monitoring system, check immediately.
  6. Report suspicious people looking at plates or vehicles in your area — mass thefts often follow patterns.
