In short: VUFE (Ventanilla Unica de Formalizacion de Empresas, Single Window for Business Formalization) was launched by MINECO on June 29, 2023 as a digital portal integrating six entities — MINECO, MINTRAB, IGSS, SAT, Registro Mercantil, and Registro de la Propiedad Intelectual — with the promise to cut business registration from 5 months to 3 days. Verified May 15, 2026: the
vufe.mineco.gob.gtportal is unreachable (DNS does not resolve, Wayback Machine has zero snapshots, recent MINECO communications describe only in-person jornadas). Two real routes in 2026: Route A — Sociedad de Emprendimiento viaminegocio.gtunder Decreto 20-2018, no notary, 3-7 days, Q0-50. Route B — traditional Sociedad Anonima with notarial deed + RM + SAT + IGSS, 2-3 weeks, ~Q365 fees + Q1,500-3,500 notarial honoraria. VUE/VUPE/VUFE are different programs (don’t confuse). What VUFE is
VUFE stands for Ventanilla Unica de Formalizacion de Empresas — Single Window for Business Formalization. MINECO’s official definition (verbatim, from the June 29, 2023 launch communique):
“Ventanilla Unica de Formalizacion de Empresas (VUFE), a digital platform whose objective is to incentivize Guatemalan MIPYMES to seek formalization by offering the possibility of completing in a single place the main procedures related to this process.”

The 6 entities VUFE integrated
VUFE is not a new entity. It is (or was) a directory consolidating in a single interface the procedures handled by six existing institutions:

The critical detail most blogs omit: VUFE does not execute the procedures. It shows you the catalog of requirements and redirects you to each entity’s portal to complete each step. The official communique says it plainly: “the web portal will redirect you to each of the institutions’ pages to complete the necessary procedures.” In other words, even with VUFE working, you still ended up doing:

registromercantil.gob.gt - The employer registration at IGSS’s portal
- The salary book and RECIT at MINTRAB’s portal
- The trademark at RPI’s portal
VUFE only saved you the work of discovering each portal separately and gave you a dashboard for tracking which step you were on.
The elephant in the room — the portal appears offline
This is where we depart from any other blog repeating the official line. As of verification on May 15, 2026, the VUFE portal appears to be non-functional. The facts we checked:
vufe.mineco.gob.gtdoes not resolve in DNS. Attempting to reach the domain announced at the 2023 launch returns “DNS resolution failed for hostname vufe.mineco.gob.gt” — there is no active DNS record pointing to a server.Zero captures in the Wayback Machine. The archive.org API (
archive.org/wayback/available?url=vufe.mineco.gob.gt) returnsarchived_snapshots: {}— meaning no archived snapshot ever existed. That is unusual for a government site launched at a press conference.MINECO 2025 does not mention VUFE. The most recent MINECO communication on business formalization (April 30, 2025) describes a physical jornada at the Municipalidad de Guatemala where a “mobile Mercantile Registry module” registered 80 companies in one day. There is no mention of VUFE as a digital tool.
The change of administration. VUFE was launched under Alejandro Giammattei (2020-2024). The Bernardo Arevalo administration took office in January 2024 with its own MINECO team. It is possible VUFE was deprecated, renamed, or absorbed into another portal — but no official announcement has surfaced.
[GAP — verified 2026-05-15] The portal may be temporarily down, geo-restricted to Guatemalan IPs, or quietly discontinued. If you reached vufe.mineco.gob.gt recently, write to us — we will update this note immediately.
Why this matters for you: dozens of Guatemalan gestoria and legal-services blogs still present VUFE as “the modern way” to formalize a business, with instructions on how to create an account, etc. If you follow those articles you will lose time trying to reach a portal that does not respond. The practical truth in 2026: you will have to go to each entity separately — exactly what VUFE promised to avoid.
The truth about “3 days to formalize”
The phrase “it used to take 5 months, now it takes 3 days” appears in the 2023 MINECO communique and was repeated by AGN, Prensa Libre and prensa.gob.gt. But no headline mentions the nuances:
The “3 days” applies only to Sociedad de Emprendimiento via minegocio.gt. This entity type was created by Decreto 20-2018 (Law for the Strengthening of Entrepreneurship), entered into force in 2019 and has been operational at RM and SAT since July 18, 2019. It allows incorporation without public deed, without a notary, 100% online, with one or more shareholders. It is the only Guatemalan legal entity designed for ultra-fast processing.
For a traditional S.A., real timelines are still 2-3 weeks because the process includes:
- Notarial drafting of the deed of incorporation (1-3 days)
- Payment of fees and stamps at Banrural (1 day)
- Mercantile Registry Legal Department review (5-10 business days)
- SAT NIT assignment (bundled with the RM flow)
- Issuance of the society and business patentes (2-5 additional days)
For an individual merchant, 1-2 weeks. Faster than the S.A. but not 3 days.
The lesson: when a blog promises “3 days to open your business with VUFE” without clarifying the entity type, it is mixing the data. If your real intent is fast formalization, what you actually need is a Sociedad de Emprendimiento via minegocio.gt — not necessarily VUFE.
How to actually register your business today (the real guide)
Regardless of whether VUFE is operational, these are the two real routes that work in 2026:
Case A: Sociedad de Emprendimiento via minegocio.gt (the fast one)
When it fits: you are a solo entrepreneur or a small group, small initial capital, you do not want to pay a notary, you want to operate quickly.
- Legal basis: Decreto 20-2018, Law for the Strengthening of Entrepreneurship
- Time: 3-7 days
- Cost: Q0-50 (name reservation fee and minor stamps)
- Notary: NOT required
- Number of shareholders: 1 or more (single-person allowed)
- Revenue ceiling: Q5 million per year (above that, mandatory transformation to another entity)
- Contributions: up to Q500,000 tax-deductible
Steps:
- Go to minegocio.gt and create an account with your DPI
- Request authorization to use your chosen company name (consulta de denominacion)
- Fill the online incorporation form
- Pay the fee via Banrural
- Receive the patente digitally
- Get your NIT at SAT if you don’t already have one
- If you will have employees, register as an employer at IGSS and start registering contracts in RECIT
Case B: Traditional Sociedad Anonima with notary (the robust one)
When it fits: you have multiple shareholders with unequal contributions, significant capital, you want formal limited liability, you will seek investors or strong bank credit, or your activity requires S.A. by regulation (financial services, private security, etc.).
- Legal basis: Decreto 2-70, Code of Commerce, Articles 86-116 (societies) and 332-341 (mercantile registration)
- Time: 2-3 weeks
- Cost: ~Q365 in fees + Q1,500-3,500 notary honoraria = ~Q2,000-3,900 total
- Notary: MANDATORY (public deed of incorporation)
- Shareholders: minimum 2
- Legal minimum capital: Q200 (in practice, set capital according to your activity)
- Capital with Q0 registration fee: under Q300,000 pays Q0 registration arancel
Steps:
- Hire a notary to draft the deed of incorporation (covers corporate name, capital, shareholders, legal representative, purpose, duration)
- Shareholders sign the public deed before the notary
- File the form at registromercantil.gob.gt
- Pay fees, stamps and publication costs at Banrural
- Submit full documentation at the Mercantile Registry
- The RM Legal Department reviews the deed
- SAT assigns the NIT automatically within the same flow
- Receive the society patente + business patente

Additional steps that always apply (regardless of entity type)
- SAT FEL: enable mandatory electronic invoicing (all regimes)
- Municipality: municipal operating license (separate from RM)
- IGSS employer: mandatory registration once you reach 3+ workers
- MINTRAB: register every individual contract in RECIT within 15 days
- Verify your NIT is active: before and after registering, use the SAT CUI/NIT lookup to confirm it is in good standing

The honest question: did VUFE fail, is it on pause, or was it absorbed into another program? We do not have an official answer. What we do know is that in 2026, you formalize your business by going entity by entity — exactly what VUFE promised to avoid.
