In short: A border run does not move you across a line — it moves you and an animal across two international lines, and the animal is regulated by a completely separate authority on each side. Guatemala’s MAGA-VISAR sheet requires an export certificate at every exit point, land included, at $6.25, obtained in person in zona 13 of Guatemala City — and it spells out that pets leaving more than 30 days after their entry day must have one. Coming back, the same instrument puts a SEPA/OIRSA inspection at $14.00 per pet at any land entry. Mexico wants a health certificate no more than 15 days old and issues its import certificate at the crossing. Belize requires a BAHA import permit applied for days in advance and a vaccination list longer than rabies. The US$25.00 prórroga avoids every one of those steps. This page reports published requirements; it is not veterinary or legal advice.

The question that produced this page came from a couple planning six months in Guatemala from October 2026 to March 2027, asking in an expat group whether the second 90 days could be obtained inside the country. Their reason was not the money or the bus ride. It was a full-size black labrador.

They were right to ask, and nobody had written the answer down. Every border-run guide treats the trip as a passport problem. For anyone travelling with a dog or a cat it is a three-authority animal-health problem in which two of the three authorities want documents arranged before you leave the house — and the timings do not line up by themselves.

A note on the dollar signs. MAGA-VISAR’s sheet writes its two fees as $6.25 and $14.00, with a bare dollar sign and no currency named, so this page prints them exactly as the instrument does. Guatemalan instruments write local amounts with a Q, and IGM’s own tariff spells out “dólares de los Estados Unidos de América” where it means dollars — so US dollars is the conventional reading, but it is a reading and not something MAGA states. We apply the same standard to Belize’s fee page further down, which also prints a bare dollar sign. Where you see US$ on this page, the source names the currency; where you see a bare $, it does not.

1. Guatemala’s exit side — the step almost nobody knows exists

Guatemala publishes a single instrument for both directions and both species: MAGA-VISAR’s Requisitos para el ingreso y egreso de mascotas (perros y gatos) a la República de Guatemala. The exit side is Cuadro No. 2, and it has three parts.

Three things follow, and they are the practical content of this page.

First: the sheet says the certificate must be presented “en cualquier punto de egreso al país (aéreo, marítimo y terrestre)” — which means the land border. The instrument is written for air, sea and land together and says so in the same breath. There is no separate, lighter land regime.

Second: you collect it in Guatemala City, not at the crossing. The export window is in the AGEXPORT building in zona 13. If you live in Antigua or at Lake Atitlán, that is a trip into the capital — the same trip you would make to file the prórroga, which is what makes the comparison at the bottom of this page so lopsided.

Third: the 30-day heading almost certainly catches a border-runner. MAGA’s sheet carries it as a standalone block after Cuadro No. 2:

“PARA LAS MASCOTAS (PERROS Y GATOS) QUE EGRESAN DE GUATEMALA DESPUÉS DE 30 DÍAS, A PARTIR DEL DÍA DE SU INGRESO: Deberán gestionar la emisión de un Certificado Sanitario de Exportación o Certificado Zoosanitario Internacional de Exportación para el egreso de Guatemala.”

A pet that flew in with you and leaves on day 85 of your 90 is, by definition, more than 30 days past its entry day.

What the sheet does not settle: it lists c)/d) as export requirements in the table and states the requirement again under the 30-day heading, without reconciling whether a pet that has been in Guatemala for fewer than 30 days is exempt. It also does not define which countries count as Centroamérica for inciso c) versus resto del mundo for inciso d). For your purposes the distinction is immaterial: the same window issues both, for the same $6.25.

2. Guatemala’s entry side — the fee on the way back

Coming home is Cuadro No. 1 of the same sheet, and it is where the second fee lands.

$14.00 per pet, per entry. The sheet writes no exception for an animal that already lives in Guatemala and is only coming back from a two-night trip, and no weight-band table is published anywhere behind the “de acuerdo al peso” qualifier. The sheet also requires that any documentation in a foreign language be rendered into Spanish.

3. Mexico — the 15-day clock is the thing to plan around

SENASICA’s pet page, which carries the date 4 August 2026, opens with the mechanism:

“Para ingresar con tu mascota (perro o gato) a México, debes solicitar el Certificado Zoosanitario para Importación (CZI) en nuestras oficinas, localizadas en todos los puntos de ingreso al país en puertos, aeropuertos y fronteras.”

A pet arriving from Guatemala falls under SENASICA’s “procedencia de otros países” heading — Canada and the United States have their own, lighter rules that do not apply here. For everyone else:

“En tu punto de ingreso al país, debes contactar al personal oficial del Senasica quien realizará una revisión documental y física, para ello debes presentar un Certificado de Buena Salud con vigencia máxima de 15 días de haber sido expedido, en original y copia simple”

The certificate must show, per SENASICA’s own bullets:

  • issued by an official veterinarian of the competent authority, or by a private vet on letterhead carrying the printed professional licence number or a photocopy of it;
  • the name and address of the exporter in the country of origin and of the importer at the Mexican destination;
  • the date the rabies vaccine was applied and its validity“quedan exentos los animales menores de 3 meses de edad”;
  • that the animals were found clinically healthy at the pre-travel inspection;
  • that they were dewormed internally and externally within the previous six months and are free of ectoparasites.

Then a physical inspection. SENASICA also publishes the operational details that catch people out: the carrier must be clean and will be sprayed with a preventive treatment; bedding, nappies, newspaper, sawdust, rags, toys and treats made with ruminant-origin ingredients are not allowed in and will be removed and destroyed; the pet may wear its collar and lead. If ectoparasites or ticks are found, you pay for the treatment before release.

The shortcut, and it is free. SENASICA runs the Programa Mascota Viajero Frecuente (PMVF) for people who enter Mexico regularly with their pets, “sin importar el país de procedencia”, and it does not apply to domestic flights or to exports. SENASICA’s own list of advantages: “Gratuito”, faster entry, and “No tendrás que presentar un certificado de buena salud cada vez que tu mascota ingrese al país (siempre y cuando esté vigente el certificado)”. Registration is online through the CERTUR system and takes a digitised health certificate (which, once registered, carries a six-month validity), a current rabies vaccination, proof of internal and external deworming valid six months, a recent JPG photo of the pet, and a copy of the vet’s professional licence. The certificate you upload at registration must still be no more than 15 days old.

For anyone whose plan is repeated runs to Tapachula or Ciudad Cuauhtémoc, that programme is the difference between one vet visit a year and one vet visit per trip. It is the single most useful thing on this page for a serial border-runner, and it is not mentioned in any border-run guide we can find.

4. Belize — this one has to be applied for in advance

Belize is the crossing people assume will be easier because it is closer to Petén. On the animal-health side it is the hardest of the three, because the permit is not issued at the border.

BAHA’s quarantine department — which lists “Benque Viejo Western Border” among its points of operation, so the crossing is staffed — states the rule plainly: “for all importations, a BAHA issued import permit is required.”

For a serial border-runner the pet passport is the instrument, not the permit — a single-use permit means a fresh application before every trip, on a five-to-seven working-day clock.

The permit figure agrees. The pet-passport figure does not — and BAHA’s live fee page prints a bare “$” and names no currency anywhere, so we cannot tell you whether $200 is BZ$200 or US$200. Both figures are printed here because that is the honest state of the published record. Budget for the higher one and ask when you apply.

The health conditions

BAHA’s Import Conditions Dogs & Cats sheet, dated June 2023 and issued under sections 60–64 of the Belize Agricultural Health Authority Act, Chapter 211, requires a veterinary certificate issued within two (2) weeks of the travel date by a registered vet in the country of origin, attesting that:

  • the animal is clinically healthy, free of signs of infectious and contagious disease, free of ectoparasites, and has no fresh or healing wounds;
  • it is currently vaccinated against rabies, with the date, trade name, lot number and expiry date on the certificate;
  • a first rabies vaccination must be given at least 4 weeks (28 days) before travel;
  • puppies must not be vaccinated against rabies before 3 months (12 weeks / 84 days) old, and the certificate must carry the puppy’s age or date of birth;
  • an adult dog of 15 months or older may travel less than 4 weeks after a booster if it carries proof of a prior rabies vaccination given after 3 months of age plus the current booster;
  • all dogs are vaccinated against Distemper, Hepatitis, Leptospirosis and Parvovirus; all cats against Feline Viral Rhinotracheitis, Calici Virus and Panleukopenia;
  • the animal was treated against endoparasites with a product registered in the country of origin within thirty (30) days of exportation.

Plus: every pet entering Belize is inspected by a BAHA official; the cage must be new, or cleaned and disinfected with a registered product before use; and all costs of any quarantine are borne by the importer.

The vaccine list is the requirement that kills short-notice trips. A rabies-only dog does not meet it, and a first rabies shot has its own 28-day clock.

5. The timing problem, laid out

The three certificate windows do not overlap by accident — they have to be stacked deliberately.

The prórroga is a one-shot instrument — that is its real limit, not its price. It takes a 90-day stay to the 180-day ceiling and no further. What to bring and what the office checks is on our IGM prórroga checklist.

Beyond 180 days, the honest answer for a pet owner is not a better border run — it is residency. Under the current residency regulation, filing a residency application is itself the authorisation to remain while it is processed — “no se incurrirá en exceso de permanencia durante este periodo” (Acuerdo IGM-016-2025, Art. 4) — which removes the clock problem entirely and with it every one of the animal-health steps above. That shield is conditional, and the same regulation says how it lapses: if you do not satisfy a previo within thirty days of being notified (Art. 35), or if you stop acting on the file for six months or more and it is archived (Art. 58), then in both cases the applicant “incurrirá en multa por permanecer por más tiempo del que ha sido autorizado” — the overstay fine comes back. (The commencement date of 8 October 2025 that circulates for that acuerdo is practitioner-reported, by Consortium Legal on 22 August 2025; Art. 60 of the acuerdo itself names no date.) That mechanism, with the primary text, is on do you actually need a border run; if you have a Guatemalan spouse or child, residency with no waiting period is the faster door.

7. If you are doing it anyway

Pick Mexico over Belize if the pet is the constraint. Mexico issues its certificate at the crossing; Belize does not issue anything at the crossing, and its vaccine list is longer. Mexico also has the free frequent-traveller programme and Belize’s equivalent — the pet passport — costs money and covers one animal.

Register for the PMVF before your second Mexican crossing, not your fifth. It is free, it is online, and it converts a 15-day certificate window into a six-month one.

Do not carry food, bedding or toys across into Mexico. SENASICA removes and destroys them. Belize’s customs inspection likewise confiscates fruit, vegetables, meat, seeds, eggs and dairy — a 2016 crossing account is blunt that the agricultural inspector “was not messing around”.

Bring photocopies of everything. MAGA’s own closing recommendations tell travellers to carry one or two sets of photocopies of the paperwork in case an agency asks. At Melchor de Mencos, a photocopy service on the Guatemalan side has been reported at Q40 (about US$5).

Check your own passport was stamped out. It is the failure that voids the whole trip for the human as well as the animal — covered in what a border run actually costs and on our Melchor de Mencos crossing page.

What we could not verify

  • The validity period of Guatemala’s export certificate. MAGA’s sheet gives the fee, the window and the address but does not state how long the document is good for, or whether one can cover a return trip.
  • Whether MAGA treats Belize as “Centroamérica” (inciso c) or “resto del mundo” (inciso d). The sheet does not define the term. It does not change the fee or the window.
  • Whether a pet that has been in Guatemala fewer than 30 days needs the export certificate. Cuadro No. 2 lists it as an export requirement; the standalone heading states it for pets leaving after 30 days. The instrument does not reconcile the two.
  • The weight bands behind MAGA’s “$14.00 (de acuerdo al peso)”. No table is published.
  • The currency MAGA means by “$6.25” and “$14.00”. The sheet names none. The asisehace.gt trámite page MAGA itself links for the cost detail is a JavaScript application that served no trámite content to any reader we tried on 2026-09-17, so it could not settle it either.
  • The currency on BAHA’s live fee page. It prints a bare “$” and names no currency. The 2009 procedure document quotes both BZD and USD figures; the live page does neither.
  • Whether any fee applies to a pet leaving Belize. BMA’s departure fees are traveller fees; no pet-specific exit charge was found on any Belizean source.
  • Whether SENASICA charges for the CZI at a land crossing. No fee appears on its pet page.
  • Any published requirement sheet for species other than dogs and cats. MAGA’s instrument covers perros y gatos and nothing else.

Frequently Asked Questions

Can I take my dog on a border run to Mexico and bring it back the same day?

Nothing in the published rules forbids it, but three separate animal-health authorities each want paperwork, and two of them want it arranged before you travel. Guatemala’s MAGA-VISAR sheet says the export certificate ‘debe presentarlo en cualquier punto de egreso al país (aéreo, marítimo y terrestre)’ — at any exit point, land included — and it is obtained in person at the MAGA export window in Guatemala City, not at the border. Mexico’s SENASICA requires a Certificado de Buena Salud issued no more than 15 days earlier, in original and a plain copy, and issues the import certificate at its office at the crossing. On the way back, MAGA’s entry sheet puts a SEPA/OIRSA inspection at $14.00 per pet at any land point of entry. A same-day run is a paperwork exercise, not a walk across a bridge.

Yes, and it is free. SENASICA runs the Programa Mascota Viajero Frecuente for people who enter Mexico regularly with their pets, ‘sin importar el país de procedencia’. Not without applying first. BAHA’s quarantine department states that ‘for all importations, a BAHA issued import permit is required’, and its pet import procedure says applications go to animalhealth@baha.org.bz, that issuance takes approximately five working days, and that you must notify BAHA at least 48 hours before you arrive with your date, time and point of entry. BAHA’s current application form asks for a minimum of seven days. Which vaccines does Belize require beyond rabies?

More than most people expect, and this is the requirement that derails short-notice trips. BAHA’s Import Conditions Dogs & Cats sheet, dated June 2023, requires that ‘All dogs must be vaccinated against Distemper, Hepatitis, Leptospirosis and Parvovirus’ and that ‘All cats must be vaccinated against Feline Viral Rhinotracheitis, Calici Virus and Panleukopenia’. It also requires endoparasite treatment with a registered product ‘within thirty (30) days of exportation’, a veterinary certificate issued within two weeks of the travel date, and — for a first rabies shot — vaccination at least 28 days before travel. So is the prórroga the answer if I have a pet?

On the published requirements, it usually is. The prórroga costs US$25.00 once and adds up to 90 days to a 180-day ceiling, and the animal never leaves the house. A single border run with one pet costs at least $6.25 for the Guatemalan export certificate plus $14.00 for the SEPA/OIRSA inspection on the way back, before any Mexican or Belizean fee, before the vet visit that produces the certificates, and before the trip to zona 13 to collect the export document. The comparison is not close for a single extension. It changes if you need to be outside Guatemala for reasons other than the visa.
