If you are joining Guatemala’s Bar Association (Colegio de Abogados y Notarios de Guatemala, CANG) or registering as a lawyer and notary with the Supreme Court (Corte Suprema de Justicia), one of the papers you need comes from the Supreme Electoral Tribunal (TSE): a certification that you are in good standing in your political rights. In Spanish it is searched as constancia de goce de derechos políticos; the CANG calls it a certificación, and the TSE does not publish a catalogue name for it on the pages we checked.

Quick summary: It is required by the CANG (to enter the Register of Lawyers and Notaries) and the Judiciary (Organismo Judicial) (for registration with the Supreme Court, marked Reciente mínimo 3 meses, which we read as issued within the last 3 months). According to the CANG, it is issued by the TSE Citizens Registry. It shows your citizen rights are not suspended: under the LEPP (Art. 4), they are suspended only by a final criminal conviction or a judicial declaration of incapacity. TSE Agreement 4-2021 allows certifications from TSE records to be requested through the TSE web portal, with a personal account; the in-person route is the 22 departmental delegations and sub-delegations. The TSE does not publish the fee or turnaround online (checked September 29, 2026), and the portal help page shows a temporary suspension notice for electronic services.

The two sources are the CANG’s bar-admission page (cang.gt/servicios/colegiaciones, undated) and the Judiciary document Requisitos para Inscripción de Abogados y Notarios ante la Corte Suprema de Justicia (no printed date; the PDF was created in November 2025).

Watch the Judiciary’s time limit. For Supreme Court registration the list marks the certificate Reciente mínimo 3 meses, which we read as issued within the last 3 months; confirm with the Judiciary if your certificate is close to that age. What it certifies: good standing in political rights

The Electoral and Political Parties Law (Decree 1-85), in the compilation the TSE publishes, defines which rights these are and when they are lost:

  • What they are (Art. 3). Among citizens’ rights and duties the law lists “Elegir y ser electo” (to elect and be elected), “Ejercer el sufragio” (to vote) and “Optar a cargos públicos” (to run for public office) (items c, d and e).
  • When they are suspended (Art. 4). In two cases only: “Por sentencia condenatoria firme, dictada en proceso penal” (by a final conviction in criminal proceedings) or “Por declaratoria judicial de interdicción” (by a judicial declaration of incapacity).
  • When they are restored (Art. 5). The suspension ends when the sentence is served, by amnesty or pardon, or by judicial rehabilitation in the case of incapacity.
  • How citizenship is proven (Art. 7). “La calidad de ciudadano se acredita con el documento extendido por el Registro de Ciudadanos, con la anotación en la cédula de vecindad, o con el documento de identidad que lo sustituya” (citizenship is proven with the document issued by the Citizens Registry, the annotation on the cédula de vecindad, or the identity document that replaces it).

This certificate is separate from the criminal-record certificate (boleta de carencia de antecedentes penales), which the same Judiciary file asks for separately (requirement 5). See criminal record certificate and CAPE judicial clearance.

How to request it

Option 1: TSE web portal (online)

TSE Agreement 4-2021 (January 13, 2021) created the TSE web portal and electronic issuance of certifications and constancias. Its Article 6 reads: “Los ciudadanos o las organizaciones políticas, pueden solicitar la certificación o constancia de hechos y actos que obran en los registros y dentro de las bases de datos de la institución a través del portal web TSE, la cual es procesada y extendida por la dependencia según corresponda” (citizens or political organizations may request, through the TSE web portal, certification of facts and acts in the institution’s records and databases, which the relevant office processes and issues).

  1. Create your user account (once). The portal’s home page says it is “indispensable y necesario que el ciudadano, para su seguridad y confianza, solicite la creación de un usuario personal de acceso al Portal Web TSE” (essential that citizens, for their security, request a personal access account), online or in person at the delegations.
  2. Enter your details. Article 4 of the Agreement requires at minimum your names and surnames, the CUI of your DPI, date of birth, vecindad (municipality and department shown on the DPI) and email. The online signup form runs in four steps: Datos Personales (personal data), Términos y Condiciones (terms), Subir Archivos (upload files) and Finalizado (done).
  3. Attach the documents. Per Article 5 of the Agreement: the signed request form accepting the terms and conditions, a copy of both sides of your DPI, and a digital photo showing your face together with your DPI.
  4. Request the certificate from your account. Per Article 7 of the Agreement, “Las certificaciones o constancias serán emitidas con firma electrónica interna del Tribunal Supremo Electoral” (certifications or constancias are issued with the TSE’s internal electronic signature).

Notice currently on the help page. As of September 29, 2026, the portal help page (ayudaportalweb.tse.org.gt) shows an undated notice reading: “Como medida de protección de los sistemas institucionales, y con el fin de salvaguardar la integridad de la información de los ciudadanos y partidos políticos, se ha procedido a la suspensión temporal de los servicios electrónicos disponibles” (as a measure to protect institutional systems and the integrity of citizens’ and parties’ information, the available electronic services have been temporarily suspended). The portal signup form did load that day; we could not test whether certificate requests work.

Option 2: in person

The portal says the user account can also be requested in person “a través de las 22 delegaciones departamentales y Sub-Delegaciones del TSE” (through the TSE’s 22 departmental delegations and sub-delegations), and that those offices continue to provide in-person services. If the portal does not work for you, call 1580 first to confirm where and how to request the certificate in your department.
