What is this procedure?
The official seed certification system has three layers the producer must complete sequentially:

With the license, VISAR enables issuance of official labels β small numbered labels the producer places on every bag/package of the lot. The labels are visible proof to the buyer and distribution channel that the lot was certified by MAGA.

Who needs it?
You must process this license if:
- π½ You produce commercial seed that you want to sell labeled as certified (corn, beans, rice, sorghum, vegetables, forages, etc.)
- π± You produce upper categories (basic seed, registered seed) within the RTCA generation scheme
- π You’re a cooperative or agribusiness that multiplies varieties and sells seed to other producers

- π You renew a lot from previous seasons that you want to re-certify after a new quality analysis
You don’t need this license if:
- You produce seed only for your own farm use (non-commercial)
- You sell non-certified seed (common seed, no official quality claim) β but then you can’t use the label or claim “certified”
- You distribute certified seed produced by another producer (the license belongs to the original producer)
Full requirements
The file is comparatively simple because most technical validation was covered in the prior lab analysis. Confirm the current list at the VISAR portal before showing up.

- Seed quality lab analysis result for the lot for which you’re requesting labels β must be approved and current (not expired)
- Application form downloadable at visar.maga.gob.gt, completed on a computer, signed by the producer or legal representative
- Active seed producer registration certificate with MAGA-VISAR
- Lot identification: lot number, species, variety, category, total weight, estimated number of labels needed
- DPI of the applicant (original and copy)
- Active SAT NIT/RTU if you’re an individual; trade patent if you’re a legal entity
Additional documents by situation:

Step-by-step process
Confirm you have an approved lot analysis. Without a favorable result from the lab tests, this filing doesn’t apply. If you don’t have it yet, go back one step.
Pay $6.50 at BANRURAL. Make the deposit at any BANRURAL branch to the MAGA account. Keep the original slip and make a copy.
Download and fill out the form. At
visar.maga.gob.gt/?page-id=6215. Complete it on a computer with producer data, lot, species, variety, category, total weight and estimated number of labels needed.Assemble the file with all supporting documents. Payment slip + analysis result + form + DPI + registration certificate + additional supporting docs.
Submit the application at the VISAR OSU. At the User Service Office at VISAR/MAGA. They give you a receipt with the file number.
Administrative review. The team verifies all documentation is complete, that the lab result matches the requested lot, and that payment is validated.
Approval and license issuance. If everything is in order, VISAR approves the license and authorizes issuance of official labels for the lot. Official timeline is 48 hours.
Approval notification. VISAR notifies you to come pick up the authorization and corresponding labels.
Pick up the authorization at the OSU window. Bring your receipt and DPI. Receive the signed license and the official numbered labels.
Lot labeling. Place the official labels on every bag/package of the lot per MAGA’s instructions. Keep detailed records of which label was placed on which package for future audits.

Budget tip: For a producer running 5 lots/season, combined analysis + license cost is $51.25 ($3.75Γ5 + $6.50Γ5). The most significant cost in the package is usually packaging and traceability, not the official fees.
Common mistakes / what to do if rejected
Five most common rejection reasons:
- Expired lab analysis or wrong-lot result. The result must correspond exactly to the lot you’re requesting labels for. Mixed lots or old results trigger automatic rejection.
- Expired or suspended producer registration. If your registration as producer has expired or has pending observations, the license isn’t approved.
- Unvalidated payment. BANRURAL slip illegible, expired (>30 days) or wrong amount.
- Quantity inconsistency between analysis and request. Requesting labels for 50 tonnes when the analysis was for a declared 30-tonne lot raises a flag.
- Inconsistent category. Requesting “certified seed” labels when the lot only qualified as “common seed” per the lab result.
If you’re rejected:
- You receive an official letter with the specific cause
- You have a deadline (typically 15-30 days) to fix it
- You resubmit the corrected file (yes, you pay $6.50 again if the original receipt was already consumed)
- If the cause requires a new analysis (inconsistent category or mixed lot), go back to lab tests first
Recommendation: Coordinate the three filings in order β registration, analysis, license β at the start of each season. Registration and analysis tend to be the bottleneck; the license is fast if the prior steps are in order.
