The license is specific per event: place, date and organizer. To hold another palenque, a new license is required. The municipal tax and other related payments are not part of the Q0 cost at the governorship — they are paid separately.

Locating your governorship: all 22 governorships are based in the departmental capital. For a palenque in Antigua, for example, you would file at the Departmental Governorship of Sacatepéquez.
Recommendation: Before starting, visit the municipality where the event will take place to obtain the council opinion, the use authorization for the facilities and the municipal tax payment. These authorizations are required to file the complete file at the governorship.
Special Considerations
Metropolitan area
If the event will take place in Guatemala City or surrounding municipalities, urban zoning may restrict or prohibit palenques in certain areas. Verify with the municipality before moving forward.
Rural departments
Cockfighting is more common in rural departments (El Progreso, Jutiapa, Santa Rosa, Chiquimula, Zacapa, etc.). Their governorships have more established processes and more predictable timelines.
Recurring events
If you plan a calendar of events (monthly, annual), apply for the licenses with plenty of lead time. Each palenque requires its own license.

Tips
