If you have an ITIN and receive IRS letter 5071C, 4883C or 5747C, follow that letter’s route to verify your identity and the tax return. Do not automatically send Form 14039: the IRS distinguishes responding to these letters from filing an identity-theft affidavit. If you did not file the return, tell the IRS during the response process.
Quick summary: For 5071C, use online verification only if your notice offers it; for 4883C, call the hotline on the letter; for 5747C, follow the in-person appointment instructions if you filed the return. W-7 passport rules are a separate matter. We could not confirm a Guatemala-specific exemption. For 5747C, a passport alone does not meet the identification list; bring the required additional identification.
Respond step by step
- Identify the letter and whether you filed the return. The CP5071 series includes 5071C. Its IRS page, and the pages for 4883C and 5747C, expressly cover returns filed under an SSN or ITIN. Tell the IRS if you did not file the return; do not confirm a return you did not submit.
- For 5071C, follow the notice’s verification instructions. If it provides online verification, the IRS directs you to
irs.gov/verifyreturn. Have your notice, the return for the tax year on the notice, a prior-year return if you filed one and have it available, and supporting tax records available. If you did not file, be ready to say so during verification. We could not confirm an alternative universal phone number for this letter. - For 4883C, call the Taxpayer Protection Program Hotline shown in your letter. The IRS says: “Call the Taxpayer Protection Program Hotline shown in your 4883C letter.” Use that hotline rather than the general assistance number.
- For 5747C, follow the route that matches your situation. If you filed, call the number on your letter to schedule an in-person appointment at a Taxpayer Assistance Center. If you did not file, the IRS page directs you to the Taxpayer Protection Program hotline on your letter to report that. An authorized representative may represent you, but you must be present at the appointment to authenticate your identity.
- Prepare the records for that route. Use the table below and your letter. A W-7 supporting-document category does not replace the identity-letter requirements.
These instructions come from the CP5071 notice page, 4883C page and 5747C page.
Documents to prepare
| Route | What the IRS says | Limit |
|---|---|---|
| 5071C | Your notice, the tax return for the year listed, a prior-year return if you filed one and have it available, and supporting documents for each return, such as W-2, 1099, Schedule C or F | Use the online route only if the notice provides it. |
| 4883C | Have the 4883C letter, the referenced Form 1040-series return, a return for a different prior year if you filed one and have it available, and supporting documents for each year, such as Form W-2, Form 1099, Schedule C or Schedule F, available when you call | Forms W-2 and 1099 are not tax returns. |
| 5747C tax records | The letter, the referenced Form 1040-series return, a return for a different prior year if additional verification is required and it is available, and supporting records, including Form W-2, Form 1099, Schedule C or Schedule F | W-2 and 1099 forms are not themselves tax returns. |
| 5747C identity documents | “A valid federal or state government-issued picture identification, such as a driver’s license, state ID, or passport” and “At least ONE of the following forms of identification:” | The additional list includes a different current federal or state government-issued ID, U.S. Social Security card, mortgage statement with current address, house or apartment lease with current address, car title, voter registration card (not the application), utility bill matching the address on the ID, birth certificate (Puerto Rican certificates issued before July 1, 2010 are not accepted), or current school records. Consult your appointment instructions; this table does not establish acceptance of a particular Guatemalan document. |
Form 14039 and identity theft
Receiving a letter is not, by itself, an instruction to file Form 14039. The IRS says not to file it because you received 4883C or 5747C. Under the CP5071 instructions, after you verify your return, you do not need the affidavit unless the IRS tells you otherwise.
The Form 14039 includes a scenario for an SSN or ITIN fraudulently used for employment. That does not make the affidavit the response method for every identity letter. Follow the IRS instructions for the situation that actually applies.
The form says not to use it if you have already filed Form 14039 for the same incident. Choose one submission method: Online (preferred method), by Mail, or by FAX, not all methods. The online form does not take attachments, and every fax must include a cover sheet marked “Confidential”. If you checked Box 2 in Section A in response to an IRS notice or letter, use its fax number; if it has no fax number, follow its mailing instructions. For that mail response, return the form and, if possible, a copy of the notice or letter to the address in it. If you checked Box 1 or 2 in Section B and cannot file electronically because your, your spouse’s or your dependent’s SSN/ITIN was misused, attach Form 14039 to the back of your paper return and send it to the IRS location where you would file your return, as the form instructs. For all others, the form lists fax 855-807-5720 or mail to:
Department of the Treasury
Internal Revenue Service
Fresno, CA 93725
We could not confirm a filing fee or a universal response deadline for these letters. Follow the instructions in your actual letter rather than an assumed deadline.
Guatemalan documents and the separate W-7 rules
The IRS ITIN supporting-document page concerns W-7 applications and renewals. The State Department Guatemala document page identifies the Pasaporte, Certificado de Nacimiento and Documento Personal de Identificación (DPI). Applying the W-7 rules to those documents does not establish what satisfies an identity letter.
| Document or service | What the IRS says | Boundary |
|---|---|---|
| Pasaporte | For W-7, a valid passport is the only stand-alone supporting document; submit an original or certified copy. The issuing agency can certify the copy, and officers at U.S. embassies and consulates overseas provide certification and authentication services. A certified passport copy must include all U.S. visa pages if a visa is required for the W-7 application. The IRS ITIN supporting-documents page says: “We don’t accept notarized documents.” As an exception, dependents and spouses of U.S. military personnel applying from an overseas or APO/FPO address may submit notarized identification copies, with a copy of the servicemember’s U.S. military ID. Its expiration date must not have passed before W-7 submission. | This is not confirmation that it alone satisfies 5071C, 4883C or 5747C. |
| Dependent’s passport | A dependent who needs proof of US residency can use a passport with a US entry date; otherwise another document proving US residency is needed. | Do not assume a passport without that entry date establishes the required residency. |
| Certificado de Nacimiento | A foreign birth certificate may prove foreign status. The IRS requires an original civil birth certificate for applicants under age 18 who have not provided a valid passport. | This is a W-7 supporting-document rule. |
| DPI | The national identification card must be current at W-7 submission and show the applicant’s name, photo, address, birthdate and card expiration date. | Acceptance cannot be assumed just from the document’s name. |
| Dtaxmail LTD | The IRS Guatemala acceptance-agent list names this entity. | An acceptance-agent listing does not establish an IRS identity-letter verification office. |

Spanish assistance
The Spanish IRS help page lists 800-829-1040. Its listed hours are Monday through Friday, 7 a.m. to 7 p.m. local time; Alaska and Hawaii follow Pacific time, and Puerto Rico lines operate 8 a.m. to 8 p.m. local time. This is general Spanish-language assistance; use the specific hotline or appointment number on your letter for the verification response. We could not confirm a separate Spanish-only identity-letter hotline or interpreter arrangements for each route.
What happens next
The IRS 4883C page answers “What happens after I successfully verify?” with: “We’ll process your tax return. It may take up to 9 weeks to receive your refund or credit any overpayment to your account. However, if we find other problems, we’ll contact you again and this may delay your refund.” The 5747C page says: “Once we verify your identity and confirm you submitted the tax return, we’ll continue processing your return. It may take up to 9 weeks to process.” These are IRS estimates, not a guaranteed refund date or case outcome. The 5071C and Form 14039 pages we read did not state a processing window.
We could not confirm a Guatemala-specific exemption from identity verification. For 5747C, a passport alone does not meet the identification list; the additional identification requirement also applies.

Frequently asked questions
Can these letters apply to an ITIN holder?
Yes. The IRS sources explicitly include ITIN returns. Use the instructions for your letter, rather than assuming identity verification is only for SSN holders.
Should I file Form 14039 immediately?
Not merely because you received 4883C or 5747C. After CP5071 verification, it is not needed unless the IRS tells you otherwise. If you did not file the return, tell the IRS through the letter’s response process.
Is there Spanish-language help?
The general Spanish help number is 800-829-1040; the listed hours are Monday through Friday, 7 a.m. to 7 p.m. local time; Alaska and Hawaii follow Pacific time, and Puerto Rico lines operate 8 a.m. to 8 p.m. local time. Your letter’s number remains the source for its verification response.
Is my Guatemalan passport enough?
For 5747C, a passport alone does not meet the list: the IRS requires a valid federal or state government-issued picture ID plus at least one additional identification document from its list. The W-7 stand-alone passport rule is separate.
Does verification guarantee a refund within 9 weeks?
The 4883C and 5747C pages say processing after verification may take up to 9 weeks; neither guarantees a refund date, and the 4883C page warns that other problems can delay the refund.
