The circulation tax is calculated based on your vehicle’s value according to SAT’s official valuation table, which is updated annually. A new economy car might pay Q200-Q500 in circulation tax, while a luxury vehicle could pay Q2,000 or more.

Electric and hybrid vehicles receive significant tax benefits under Decreto 40-2022. Fully electric vehicles pay 0% DAI (customs duty), 0% IVA, and a reduced circulation tax. Hybrid vehicles receive partial reductions. When registering through RFV Digital, make sure SAT correctly classifies your vehicle as electric or hybrid — the system should apply the reduced rates automatically based on the vehicle data, but verify the calculated circulation tax before paying. If the discount is not applied, contact SAT at 1544 before proceeding.

If you are registering the vehicle under a business NIT (persona juridica) rather than a personal NIT, you need the legal representative’s authorization. The legal representative listed in the RTU must be the one logged into the Agencia Virtual, or the person doing the registration must have a notarized poder especial. Business-registered vehicles are also subject to depreciation rules for ISR purposes — consult your accountant about recording the vehicle as a fixed asset.

Occasionally, the designated pickup point for physical plates runs out of stock. If this happens, SAT issues a temporary authorization that allows you to drive legally while plates are manufactured. This temporary authorization is available digitally through the Agencia Virtual. Do not drive without either physical plates or the digital temporary authorization — traffic police can fine you for missing plates even if you have a valid circulation card.
Tips & Common Mistakes
Make sure your NIT is active and updated. If your RTU (tax registry) has outdated information, the system will reject the registration. Update your address and contact info in the Agencia Virtual before starting.
Verify the dealer invoice carefully. The VIN number, engine size, and model year on the invoice must match exactly what you enter in RFV Digital. A single digit error will cause delays.
Pay the circulation tax for the full year. Even if you buy the car in November, you pay the full annual circulation tax. Plan for this additional cost beyond the purchase price.
Save your digital documents. Download and back up your digital circulation card and property certificate. Under Guatemala’s updated transit law, the digital version is legally valid — you do not need to carry a printed copy.
Do not pay intermediaries. The RFV Digital system is free to use (beyond the standard fees). Some people outside SAT offices offer to “help” for a fee. The online process is simple enough to do yourself.
Before October 2025
If you are curious about the old process, registering a new vehicle before the RFV Digital launch required visiting a SAT office in person, submitting physical documents, waiting for manual verification, and returning to pick up paperwork — a process that took up to 30 business days. The new system eliminated all of that.
