TL;DR: If your Carry License has been stolen, lost, or is damaged, you must process the replacement before carrying the firearm again. For theft or loss: file a PNC police report and DIGECAM notice within 24 hours, pay Q190, and schedule an appointment. For deterioration: bring the damaged license and pay Q190. The new license is delivered in 5-15 business days.
What is the carry license replacement?
The replacement is the procedure by which DIGECAM issues a duplicate of the Carry License when the original has been stolen, robbed, lost, or deteriorated. The new license keeps the original expiration date (the 2-year term is not renewed) and maintains the firearms registered on the file.
Without a physical license, you cannot legally carry your firearm outside the home. The Firearms and Ammunition Law (Decree 15-2009, Art. 41-50) requires the holder to carry the physical license together with the firearm. A police report or certificate does not substitute the license: it only proves the procedure has been initiated.
This procedure is different from the renewal (every 2 years upon expiration) and the first license (which requires exam and course).
Requirements
For theft, robbery, or loss:
- Valid DPI of the holder
- Original PNC police report with stamp and case number
- DIGECAM Notice Certificate from the Firearm Theft, Loss or Disappearance Report filed within 24 hours
- Q190 payment receipt (Pagalo or banking)
- Recent ID-size photograph (depending on delegation)
- If license is near expiration (60 days or less): updated criminal and police records
For deterioration:
- Valid DPI of the holder
- Damaged Carry License (original) which is surrendered at the appointment
- Q190 payment receipt
- ID-size photograph (depending on delegation)
- In this case NO police report or notice is required
Important: the PNC police report and the DIGECAM notice are TWO different procedures. The PNC report is filed with the Public Ministry for criminal investigation of the theft. The DIGECAM notice is regulatory: it notifies the entity that the associated firearm (not just the license) may be in illegal use. Both are required.
Step-by-step
File the PNC police report (only theft, robbery, loss). Go to the nearest PNC substation or to the Public Ministry prosecutor’s office. Detail: license number (if you have it noted), associated firearms (serial numbers), place, date, and circumstances of the loss or theft. You receive a certificate with case number. File the DIGECAM Notice within 24 hours. Enter https://digecam.mil.gt/tramites - “Theft, Robbery or Loss Notice”. Fill the form with the PNC report data. It is free. You receive a digital certificate with stamp and tracking code. Full details at Stolen Firearm Report.
Pay the Q190 slip. At Pagalo (https://pagalo.gt) or bank app, select “DIGECAM” - “Carry License Replacement”. Save the receipt with transaction code.
Schedule the appointment at https://digecam.mil.gt/citas. Select “License Replacement”. Mark the reason (theft / robbery / loss / deterioration). Appointments at the central office have 5-10 days waiting; departmental delegations may be faster.
Attend the appointment. Bring all originals: DPI, PNC report (if applicable), DIGECAM notice certificate (if applicable), damaged license (if deterioration), Q190 payment slip and photograph. The analyst validates documents and registers biometrics if a refresh is needed.
File verification. DIGECAM cross-checks data with the original file: registered firearms, validity, prior modifications. The new license keeps the same expiration date. If your license expired in less than 60 days, they may recommend processing replacement + renewal in parallel.
Pick up the replaced license. When notified, return with DPI and the procedure certificate. You receive the new Carry License with a new sequential number. The previous license, if it appears, must be destroyed or surrendered to DIGECAM.

Common errors
Confusing PNC police report with DIGECAM notice
They are TWO different procedures and BOTH are mandatory for replacement due to theft or loss. The PNC report is filed at a substation or prosecutor’s office and opens a criminal proceeding. The DIGECAM notice is regulatory and is done online. If you only file one, the other DIGECAM analyst does not process the replacement.
Not filing the DIGECAM notice within 24 hours
The 24-hour deadline (LAM Art. 67) is strict. If you file the notice later, DIGECAM may sanction with a fine of Q500-Q2,000 in addition to presuming illegal use of the firearm. The certificate of timely notice is your only legal protection if the stolen weapon appears in another crime.
Carrying the firearm with the police report or certificate, without the license
The PNC report and DIGECAM certificate do NOT substitute the physical license. PNC at any checkpoint can detain you for illegal carry (LAM Art. 122, prison 4-6 years). Keep the firearm stored at home until you receive the replaced license.
Replacement instead of renewal when the license is expired
Replacement only applies for VALID licenses that are stolen or damaged. If your license already expired, you cannot request a replacement: you need renewal. If an expired license was stolen from you, file the DIGECAM notice for safety and then start the full renewal.
Going to DIGECAM without the original sealed police report
Some PNC substations issue reports without a stamp until the file is processed. DIGECAM requires the stamped document. Verify before leaving PNC: if they only gave you the case number, return for the stamped copy or request a formal certificate at the prosecutor’s office.
Legal obligations
The Firearms and Ammunition Law (Decree 15-2009) establishes these obligations when theft, robbery or loss occurs:
- Article 67 (LAM): The holder must file notice to DIGECAM within 24 hours of discovery of theft, robbery, or loss of the firearm or license. Failure to comply constitutes presumption of illegal use.
- Article 41-50 (LAM): The Carry License must be physically carried together with the firearm. Without a license, the firearm cannot be carried outside the home, even with a prior police report.
- Article 65 (LAM): While the holder does not have a valid license, the firearm must remain safely stored at the residence (safe, locked drawer, separated from ammunition).
- Article 122 (LAM): Carrying the firearm with a stolen, expired, or unreplaced license constitutes illegal carry: prison 4-6 years + definitive seizure.
- Penal Code Art. 264 (misappropriation): If you falsely report a theft or loss to evade liability (for example, after selling the firearm without a contract), you commit a criminal offense with prison 1-3 years.

The PNC report is the criminal proof that the firearm was stolen (you did not use it for a crime). The DIGECAM notice fulfills the regulatory obligation of LAM Art. 67. Both protect your legal liability before DIGECAM, MP, and PNC. Without a PNC report, DIGECAM does not process the replacement.
