Requirements
To apply for the waiver you need:
- Valid DPI (original and photocopy)
- Expired drivers license (the physical original)
- Full passport with all migratory stamps visible (original and photocopies of the relevant pages)
- Proof of residency abroad, any of:
- Visa or residence permit from your host country
- Green Card or equivalent (US)
- Consular certificate of residency
- Work, school, or housing contracts with dates
- Police record and criminal record certificates, currently valid
- Memorial or written request addressed to the Director of the Department of Transit
- Application form from MINGOB (provided on site)
If filing through a proxy: special power of attorney notarized at a consulate (original).
Steps
- Gather the documents as soon as you return to Guatemala (or earlier if you will use a proxy).
- Get certified copies of the passport pages with migratory stamps. Plain photocopies are sometimes rejected.
- Write a memorial to the Director of the Department of Transit explaining: name, license number, absence period, reason (work, study, residency, health), and host country. Bring a signed sheet.
- Visit the Department of Transit at MINGOB, zona 1, Guatemala City (6a Avenida y 13 calle).
- Submit your file at the licenses counter or the waivers office, as instructed.
- Get a receipt with a case number. Keep it.
- Wait 10 to 30 business days for resolution. You can check the status by phone or on site with your case number.
- If approved: you receive the resolution and can proceed to renew paying only the regular fee.
- If denied: you receive the reasons and can either appeal or pay the fine to renew.

This procedure is not available online. You must visit the MINGOB Department of Transit office in person, or authorize a proxy.

For diaspora: if you are still in the US or elsewhere, you can:
- Visit a Guatemalan consulate to get a residency certificate and notarize a special power of attorney.
- Send the documents to your proxy in Guatemala.
- Your proxy submits the file at MINGOB.
- If the waiver is approved, the proxy can also handle the renewal in your name.

- Guatemalans residing abroad (with or without formal migratory status)
- Workers or students with a contract/enrollment abroad during the period
- Patients under medical treatment outside Guatemala (with medical records)
- Officials or company representatives on official mission
- Relatives who traveled for prolonged emergencies (with supporting documentation)
Not eligible: someone who was in Guatemala during the renewal window and simply forgot.
