Requirements

  1. Photocopy of the vehicle list — the vehicles that need the refrendo
  2. For mercantile companies: photocopy of the legal representative’s appointment document
  3. For mercantile companies: photocopy of the company patent (patente de empresa)
  4. For individual owners: photocopy of the DPI (Documento Personal de Identificacion)
  5. Sworn declaration (declaracion jurada) stating that the applicant is registered in PROVIAL as an implementor, including the specific vehicle data for the vehicle that was implemented — this is required under Decreto 45-2016

What Is PROVIAL?

PROVIAL is the registry of road safety implementors established under Decreto 45-2016 (Ley para el Fortalecimiento de la Seguridad Vial). Implementors are individuals or companies authorized to carry out the road safety measures required for vehicle endorsement under the law.

To obtain a refrendo, the vehicle must already have been processed (implemented) by a registered PROVIAL implementor. The PROVIAL certificate and list that you submit with the refrendo application are proof of that implementation.

Common Errors and What to Do

1. Sworn declaration is incomplete or missing PROVIAL data

Problem: The declaracion jurada must explicitly state that you are registered in PROVIAL as an implementor AND include the specific vehicle data for the vehicle that was implemented. A generic sworn declaration without this information will not meet the requirement.

Fix: Prepare the sworn declaration before starting the online process. Include your full PROVIAL registration details and the exact vehicle information (license plate, make, model, year, chassis number) for the vehicle receiving the refrendo. Confirm with a notary that the declaration meets the Decreto 45-2016 requirements.

2. Missing original solvencia de multas

Problem: The requirement specifies the original solvencia de multas, not a photocopy. Submitting a scanned photocopy of the original is different from submitting a digital scan of the actual original certificate.

Fix: Obtain the solvencia de multas from the Departamento de Transito before applying. Confirm whether an original certificate obtained digitally through the official portal qualifies, or whether a physically stamped original is required.

3. PROVIAL certificate belongs to a different vehicle

Problem: The PROVIAL list and certificate must correspond to the specific vehicle in the refrendo application. A certificate issued for a different chassis number or license plate will cause the application to fail.

Fix: Double-check that the PROVIAL certificate and list precisely match the vehicle data on the tarjeta de circulacion you are submitting.

4. Document mismatch for company applications

Problem: For mercantile companies, the legal representative’s appointment document and company patent must be current. If the representative has changed or the patent has expired, the application will be rejected.

Fix: Verify that the company documents are up to date before applying. The name on the appointment document must match the person submitting or signing the application.
