What is BANEDUC and how does it work
BANEDUC (Annual Scholarships for Education) is a conditional cash transfer program of MINEDUC. Unlike Mi Beca Segura (monthly Q300 transfer for primary), BANEDUC is a larger annual or semi-annual disbursement focused on basic and diversified.

Program logic
The Guatemalan government identifies that school dropout concentrates between ages 13-18. Young people in poor households leave school because of:
- Economic need — the family needs them working
- Direct costs — uniforms, books, transportation, snacks
- Opportunity costs — a year of study could be a year of income
- Distance to school — rural transportation costs
BANEDUC mitigates these costs directly with a transfer covering uniform, supplies, transportation, snacks and reduces family pressure so the young person stays in school.

Complete requirements
For the student
a) Guatemalan citizen or legal resident with DPI or birth certificate.
b) Age corresponding to the level:
- Basic: typically 13-15 years (extended to 17-18 if extra-age)
- Diversified: typically 16-18 years (extended to 20-21 in extra-age cases)
c) Enrolled in MINEDUC public or authorized private school for the current school year.
d) Report card from last grade approved (verification of minimum academic performance — generally average above 60 points).
e) Enrollment certificate signed and sealed by current school director.
For the family / guardian
a) Current DPI of parent, mother, or legal guardian.
b) Proof of residence (water/electricity/phone bill or rental contract).
c) Guardianship certificate if guardian is not biological parent.
d) Socioeconomic file:
- MIDES Social Information System file (if family is already registered)
- Or MINEDUC socioeconomic survey at the time of applying
- Considers: monthly income, number of dependents, housing, assets, employment situation

How to apply — step-by-step process
Step 1: Verify if the call is open
Calls are published annually between February and March. Three ways to verify:

- Departmental DIDEDUC — your Departmental Directorate publishes the local calendar
- Student’s school — directors receive MINEDUC circulars with dates
Step 2: Download or request the application form
The official form is available at:

- Student’s school (some schools have forms)
Step 3: Fill out the form with all data
Required data:
- Complete student data (name, CUI/birth certificate, date of birth, current school, grade)
- Guardian data (name, DPI, profession, phone, income)
- Household composition (number of people, ages, income per person)
- Household assets (housing, land, vehicle, appliances)
- Social programs in which the family participates (if applicable)
Step 4: Gather all documentation
Documents in envelope or folder labeled with student name and grade:
- Completed and signed form
- Photocopies of guardian DPI + student birth certificate

Step 5: Submit the file at departmental DIDEDUC
Bring the file to the Departmental Directorate of Education (DIDEDUC) for your department. Typical hours 8:00 - 16:00 business days. You’re assigned a file number and given password with follow-up date.
Step 6: Wait for socioeconomic evaluation
DIDEDUC evaluates the file. In some cases conducts home visit to verify declared conditions. Evaluation time: 30-60 business days from application deadline.
Step 7: Publication of selected
Official lists are published at mineduc.gob.gt and on DIDEDUC boards. If selected, you receive notification by SMS or call.
Step 8: Open BANRURAL account if you don’t have one
If student or guardian doesn’t have a BANRURAL account, the program facilitates free opening. Bring DPI and student birth certificate to any BANRURAL branch.
Step 9: Receive first disbursement
The first payment typically arrives 2-4 weeks after selection confirmation. For basic Q1,750, for diversified Q2,500. Verify balance at ATM or BANRURAL counter.
Step 10: Maintain requirements during the year
To maintain the scholarship:
- Minimum attendance ~80% of school days
- Not failing more than 2 subjects per quarter
- Permanence at school (no abandonment)
- Some DIDEDUC request quarterly certificate signed by director
The second disbursement (mid-year) is released after verifying compliance.
For diaspora — children in Guatemala as beneficiaries
If you live in the US and your child or nephew resides with family in Guatemala:
The minor CAN be a BANEDUC beneficiary
The requirement is the socioeconomic condition of the HOUSEHOLD where the minor resides in Guatemala, not the diaspora situation. However:
- Remittances you send count as household income. If monthly remittances raise household income above poverty threshold, may not qualify.
- Legal guardian in Guatemala (grandmother, aunt, resident parent, older sibling) handles the in-person procedure at DIDEDUC.
- BANRURAL account for disbursement must be the guardian’s in Guatemala (not yours in US).
How to support the procedure from the US
- Send digital copies of all minor documents (birth certificate, school records).
- If proxy letter needed, manage via Guatemalan consulate in US and send apostilled or authenticated to the guardian.
- Stay in contact with departmental DIDEDUC during evaluation period.
- Consider private alternatives — if remittances you send raise household above BANEDUC threshold, you can support the minor directly with those funds (Q3,500-5,000 annually is modest compared to typical remittances).
For returning diaspora
If you plan to return to Guatemala with your child and want to apply for BANEDUC:
- Settle in first and register with MIDES with socioeconomic file reflecting your current Guatemala income situation (not historical US).
- The minor must be enrolled in MINEDUC public or authorized private school in Guatemala.
- Apply in the call that matches your return (February-March). If you return mid-year, wait for next cycle.

The University of San Carlos charges Q146 annual registration (public). Without needing scholarship, USAC is the most accessible option for higher education in Guatemala. Additional fees by academic unit.
Common application mistakes
Applying outside the call period. Files submitted outside the official window are rejected. Confirm dates at mineduc.gob.gt and apply in the first days.
Incomplete documentation. Without complete form, birth certificates, grades, and certificates, DIDEDUC doesn’t process. Bring entire verified list.
Not declaring correct income. If you declare lower income than real and home visit discovers otherwise, application is rejected. Honesty and transparency work better.
Not including remittances in household income. For households with diaspora members, remittances count as income. Excluding them is false declaration.
Confusing BANEDUC with Mi Beca Segura. Mi Beca Segura is monthly primary Q300. BANEDUC is annual basic/diversified Q3,500-5,000. Apply to the correct program by student level.
Not maintaining requirements during the year. If attendance drops or fails multiple subjects, scholarship is lost for next disbursement. Maintain academic pace.
Legal framework
- Political Constitution of Guatemala (Art. 71-81): guarantees education as right and State obligation to support vulnerable students.
- Decree 12-91 — National Education Law (Art. 33-40): empowers scholarship and subsidy programs.
- BANEDUC Government Agreement: regulates program operation (amounts, call, disbursement).
Denying application to BANEDUC to an eligible applicant is a violation of the right to education. If your DIDEDUC rejects without valid reason, you can appeal via administrative file to central MINEDUC or report to the Human Rights Ombudsman.
