The authorization to certify LPG cylinder transport is the commercial permit issued by the Directorate General of Hydrocarbons (DGH) of MEM to companies that move packaged propane gas (cylinders of 25, 35, 60 or 100 lb) from filling plants to depots, distributors and end consumers in Guatemala. It is a specialized procedure, distinct from the general hydrocarbon transport license, focused on cylinder logistics.
Quick summary: MEM-DGH authorization to transport LPG cylinders (25/35/60/100 lb). 5-year validity. Cost Q5,000-Q25,000+. Applies to filling plants, wholesale distributors and home-delivery operations. Requires cage trucks with technical specs, trained drivers and current insurance.
Who It Applies To
This authorization is mandatory for:
- Filling plants dispatching their own cylinders from the plant to depots and distributors (Tropigas, Zeta Gas, Gas Z, Tomza, etc.).
- Wholesale distributors operating their own cage-truck fleet to deliver cylinders to hardware stores, retailers, restaurants and industry.
- Home-delivery companies with own or outsourced fleet for last-mile delivery to consumers.
- Third-party transporters specialized in packaged-LPG logistics.
Audience: B2B procedure for the propane filling and distribution sector. If you buy a cylinder for your home, you do not need this authorization — it applies only to commercial transport.
Requirements
| Requirement | Detail |
|---|---|
| Formal application | Addressed to the Director General of Hydrocarbons, signed by legal representative |
| Commercial registration | Company registered in the Mercantile Registry with corporate purpose covering LPG transport/distribution |
| Active NIT | With current tax solvency verifiable in CUI-NIT lookup |
| Cage truck inventory | List with plates, year, payload capacity and technical specs per unit |
| Vehicle technical specs | Cage with regulatory tie-downs, adequate ventilation, non-sparking materials, fire extinguisher, UN 1075 signage |
| Cylinder certification | Cylinders painted, valved and sealed per current NTG/NRSE |
| Insurance policies | Mandatory civil liability covering hazardous-materials transport |
| Safety and emergency plan | Protocols for leaks, fires, traffic accidents and victim care |
| Driver training | Hazardous-materials transport course endorsed by MEM or recognized entity |
| Current driver license | Type C-Primera or A per vehicle category |
| MARN environmental license | If volume and routes require — MARN environmental license |
| Source filling plant ID | Name and address of the DGH-authorized origin filling plant |
Steps
- Pre-meeting with DGH. Request a meeting with the Directorate General of Hydrocarbons to validate scope: number of vehicles, departmental or national routes and the cylinder brand you will transport.
- Legal incorporation and NIT. Confirm the company is registered with the right corporate purpose (LPG transport and/or distribution). If new, complete company incorporation first.
- Vehicle adaptation. Hire a specialized shop to build or adapt the cage per DGH regulation: tie-downs, ventilation, non-sparking materials, dry-chemical fire extinguisher, UN 1075 signage (flammable liquefied gases).
- Technical inspection. DGH performs a physical inspection of each vehicle. Approved units receive an authorization seal/decal.
- Insurance policies. Contract civil liability insurance with a Superintendency-of-Banks-authorized insurer. Minimum coverage defined by DGH per capacity and routes.
- Driver training. Each driver must complete a hazardous-materials transport course. Some courses are offered by volunteer firefighters or private institutions recognized by MEM.
- Safety and emergency plan. Document protocols: what to do in a leak (remove ignition sources, ventilate, call firefighters), fire, traffic accident, minor spill. Train staff and keep the document accessible in each unit.
- File submission. Submit the complete package at DGH (24 Calle 21-12 zone 12, Guatemala City). A case number is assigned.
- Resolution and issuance. After approval and inspections, pay the administrative fee and receive the authorization. Each approved vehicle carries a visible MEM plate or decal.
Cost & Time
- Cost: Q5,000-Q25,000+ initial. MEM administrative fee + vehicle adaptation (cages, safety systems) + insurance + training + inspections. Companies with large fleets must budget more — the authorization includes each vehicle.
- Time: 30-75 business days from a complete file. Technical observations (especially on the vehicle cage) are the most common cause of delay.
- Validity: 5 years, renewable. Start renewal at least 90 days before expiration.
How to Apply
The procedure is not online. Everything is in person:
Directorate General of Hydrocarbons (DGH) — MEM 24 Calle 21-12, zone 12, Guatemala City Hours: Monday-Friday, 8:00-16:30 Phone: (502) 2419-1717 Service portal: tramites.gob.gt/servicio/1446/
Tip: If you run a home-delivery operation, consider a per-unit GPS monitoring system. It is not mandatory, but it speeds emergency response and demonstrates compliance during a DGH inspection.
