The solvencia fiscal — officially known as SOFI (Solvencia Fiscal) — is a certificate from Guatemala’s SAT (Superintendencia de Administracion Tributaria) confirming that a taxpayer has no pending tax obligations. Think of it as a clean bill of health for your tax situation. It certifies that all your declarations have been filed, all taxes paid, no traffic fines are outstanding, and there are no unresolved disputes with the tax authority.

This document is mandatory for anyone doing business with the Guatemalan government — every public contract, every bid, every government purchase order requires a valid solvencia fiscal. It is also commonly requested by banks for loan applications, by notaries for certain legal acts, and by institutions for professional license renewals. If you are a business owner or freelancer in Guatemala, you will need this document regularly.

The process is fully online through Declaraguate, making it one of the more convenient SAT procedures. The catch: you must actually BE in good standing. SAT’s system automatically checks your entire tax history, and if there is a single pending declaration or unpaid fine, the request will be rejected.

Quick summary: Costs Q30 (~$4 USD). Requested online through Declaraguate. Processing takes 3-8 business days. SAT automatically verifies all obligations before issuing. Mandatory for government contracts.

Requirements (Before You Apply)

Your tax profile must be completely clean:

  • RTU (Registro Tributario Unificado) updated — current address, economic activities, and contact information
  • No omitted declarations — all monthly/quarterly/annual declarations must be filed, even “zero” declarations
  • No unpaid taxes — all IVA, ISR, ISO, and other tax payments current
  • No outstanding traffic fines — yes, SAT checks these too (they manage vehicle-related taxes)
  • No pending payment agreements — any convenio de pago must be current
  • No unresolved tax sanctions — no pending audit disputes or economic coercive processes

Step-by-Step Process

  1. Verify your tax status — log into the Agencia Virtual at portal.sat.gob.gt and check for any pending obligations. Fix everything before applying.
  2. Go to declaraguate.sat.gob.gt
  3. Log in with your NIT and password
  4. Select “Formulario SAT-8421 — Solvencia Fiscal”
  5. Enter your NIT and email address
  6. Validate the form — the system checks your obligations in real-time
  7. Freeze the form (congelar)
  8. Generate payment voucher (boleta SAT-2000) for Q30
  9. Pay Q30 at an authorized bank or through online banking
  10. Wait 3-8 business days for SAT to process
  11. Download your SOFI from the Agencia Virtual or receive it by email

Processing Time

  • If all obligations are clear: 3-5 business days
  • If the system finds issues: The request is rejected — you must fix the issues and reapply
  • Automatic issuance: Some taxpayers with consistently clean records receive the SOFI automatically

Common Reasons for Rejection

Reason Solution
Omitted IVA declaration File the missing declaration (even if zero) on Declaraguate
Unpaid vehicle circulation tax Pay at the Agencia Virtual
Pending traffic fine Pay through SAT or the transit authority
Outdated RTU Update your RTU at the Agencia Virtual
Overdue payment agreement Bring the agreement current or renegotiate at SAT
Pending ISR declaration File the quarterly/annual ISR return

  • Business owners applying for certain licenses or permits
  • Professionals renewing regulated licenses

From the US (Diaspora Info)

If you have a Guatemalan NIT and need a solvencia fiscal from abroad:

  • The entire process is online — Declaraguate and the Agencia Virtual work from anywhere
  • You need your NIT and password — if you have forgotten your SAT password, you can reset it through the portal with your email
  • Check for pending obligations first — log into the Agencia Virtual and resolve any issues before requesting the SOFI
  • Payment can be tricky — you need to pay Q30 at a Guatemalan bank. If you have online banking with a Guatemalan bank, you can pay electronically. Otherwise, have a family member pay the boleta for you
  • The digital SOFI is legally valid — it has a verification code that institutions can use to confirm authenticity

Tips & Common Mistakes

  1. Check your status BEFORE applying. The most common mistake is requesting the SOFI without first checking for pending obligations. Log into the Agencia Virtual, review your declarations, and fix everything. Then apply.

  2. File zero declarations. Even if your business had no activity in a month, you MUST file a zero declaration. A single missing monthly IVA declaration will block your solvencia fiscal.

  3. Do not forget vehicle taxes. SAT manages the impuesto de circulacion (vehicle circulation tax). If you own a vehicle in Guatemala and have not paid the annual tax, it will appear as a pending obligation and block your SOFI.

  4. Traffic fines show up too. Unpaid traffic fines in Guatemala City (Emetra) and other municipalities are linked to your NIT. Pay outstanding fines before applying.

  5. Plan ahead for deadlines. If you need the SOFI for a contract bid or government deadline, start the process at least 2 weeks in advance. The 3-8 business day processing time does not account for the time needed to fix any issues that might surface.
